Charles G. Phelps was born in Port Chester on Aug. 15, 1924, he was the son of the late Charles A. and Edna Moore Phelps. He had a sister Louis and a brother George.
In Rye his family lived at 64 Grapal St. and were members of the Church of the Resurrection. Charles attended Rye schools and was a Rye High School Graduate, Class of 1942.
He enlisted August 23, 1943 and served in the U.S. Navy during World War II. Charles served aboard the USS Dorsey (DD-117) and the USS Pennewill (DE-175)

USS Pennewill (DE-175) was a Cannon-class destroyer escort built for the United States Navy during World War II. She served in the Atlantic Ocean and provided escort service against submarine and air attack for Navy vessels and convoys.
 USS Dorsey arrived off Iwo Jima for pre-invasion minesweeping on 16 February 1945. She patrolled during the assault landings, and towed Gamble to safety on 18 February. She sailed from Iwo Jima on 1 March for Ulithi to prepare for the invasion of Okinawa, where she arrived 25 March to sweep mines.
 On 27 March she was struck a glancing blow by a kamikaze which killed three of her crew and wounded two. Dorsey remained on duty, screening assault shipping during the landings of 1 April and patrolling until 4 April when she departed for Pearl Harbor and battle damage repairs.
Returning to Okinawa 1 July 1945, Dorsey joined the minesweeping unit operating in conjunction with the 3rd Fleet raids on the Japanese home islands. She sailed on 14 September for minesweeping operations in the Van Diemen Straits, returning to Okinawa five days later. On 9 October, she was grounded by a severe typhoon. Decommissioned on 8 December 1945, her battered hulk was destroyed on 1 January 1946.
Charles was honorably discharged from the Navy, March 4, 1946 and returned home. (See Discharge Record for Awards)
A lifelong resident of Rye, Charles was a paid firefighter with the Rye Fire Department. He was a member of the Church of the Resurrection, the Rye American Legion Post 128, president of the Paid Firefighters Local 209, the Professional Figure Skating Association, and he headed the Rye Fish and Game Club for a number of years.
Charles G. Phelps, a paid firefighter with the Rye Fire Department, died Sunday, July 30, 1978 at his home. He was 53 and resided at 60 Roosevelt Ave., Rye.
At the time of his death, he was survived by his wife, Alice Sullivan Phelps and a daughter, Robin, both of the home address; a sister, Mrs. Louis Harnett and a brother, George, both of West Nyack, N.Y.; and several nieces and nephews.
