Eugene M Foley was born in Brooklyn, New York January 29, 1922 to Eugene and Lillian Foley. He had three brothers Vincent, Joseph and Paul and two sisters Elizabeth and Julia. In Rye his family lived at 10 Valley View Avenue and were members of the Church of the Resurrection.

Eugene was a Rye High School Graduate, Class of 1939. In high schol he was a member of the Stagecraft Club, a Junior Coach and ran Track.

After high school Eugene was working for the National Broacasting Corporation in NYC. He enlisted and served in the U.S. Army during World War II.
