Charles Hansen TOLL was born on June 24, 1916, in Springfield, Massachusetts, his father, Charles, was 34 and his mother, Mary, was 27. He married Barbara Schorer on March 20, 1942, in New Hanover, North Carolina. They had three children during their marriage. He died on May 9, 1989, in Weare, New Hampshire, at the age of 72. In Rye his family lived on Orchard Lane. Charles served as an officer in the U.S. Navy during World War II.

Ensign Toll attended Princeton University, two years and was commissioned after successful completion of the midshipmens course at the U. S. Naval Reserve Midshipmens School, Columbia University
