BIOGRAPHY Extended Information

James E. Howard

Early Life

James Edward Howard was born on April 13, 1892, in Rye, New York, the son of James L. Howard and Sarah Howard. He was raised on Howard Place in a well-established local family closely connected to the town’s commercial life, as his father was a prominent hardware merchant in Rye. Growing up in this environment, he experienced both the stability of a long-rooted family and the opportunities of a community undergoing steady suburban development.

He was among the early graduates of Rye High School and went on to study engineering at Columbia University. By the time of the First World War, he was employed as a mechanical engineer in a machine factory, reflecting a strong technical background that aligned with the industrial demands of the era.

World War I Service

Howard registered for the draft in June 1917 in Rye, New York, and subsequently entered military service as a Lieutenant in the United States Army. He was assigned to the Reconstruction Department in Washington, D.C., a division connected to the War Department responsible for industrial coordination, infrastructure planning, and logistical organization during wartime mobilization.

Officers in the Reconstruction Department were typically drawn from engineering and technical backgrounds and were tasked with managing the complex systems required to support a rapidly expanding Army. Their work ensured the efficient coordination of materials, transportation, and industrial resources necessary to sustain operations, including those of the American Expeditionary Forces overseas.

Howard did not serve overseas and was not engaged in combat. His service remained within the United States, contributing to the administrative and engineering framework that supported the Army during the war.

Life After Service

Following his military service, Howard continued his career as an engineer, working with industrial firms in New England. His professional life required mobility, and he eventually settled in Newton, Massachusetts, while maintaining ties to Rye, where he remained well known and connected through family and longstanding friendships.

He married Hazel Howard, and together they built a life shaped by his engineering career and regional business activity. Despite living outside Rye in later years, his identity remained closely tied to his hometown and its community.

James Edward Howard died on September 23, 1941, in a motor vehicle accident near Boston, Massachusetts, when his automobile collided with a truck.

At the time of his death, he was survived by his wife, Hazel Howard; his sister, Mrs. Edgar K. Parker of Bronxville, New York; and his brothers, Frederick H. Howard of Clinton, Maryland, and Clarence Howard of Rye, New York.
