Girvan Pond Milligan was born on August 14, 1919, in Greenwich Connecticut to Jessie Mary Turnbull, age 22, and William Girvan Milligan, age 25. He was a 1937 graduate of Port Chester High School and graduated Springfield College in 1942.

At Springfield he was a student in health physical education division of the college. Girvan was an outstanding member of the swimming team. He was a member the Aquatic Club, the Maroon Key Society, and the circulation staff of the college newspaper.

One week after his college graduation, on May 25, 1942, Girvan married Jean Reynolds Washburn in a simple ceremony in the chapel of the Rye Presbyterian Church. The minister, the Rev. Dr. John D. Gregory, officiated. The couple had two children during their marriage.

Girvan enlisted and served in the US Coast Guard during World War II. He was in charge of the recreation program of two ships and instructed in life saving and combat swimming.

Girvan began his professional career with the Greenwich YMCA in February of 1946 following four years in the Coast Guard. In September of 1946 he joined the Sampson College faculty for a two-year period. In 1948 he became Physical Director of the Port Chester YMCA position.

He would spend his career in Physical Education at schools and YMCA's throughout Westchester County. In his later years he was renowned locally as a sculptor and artist. He created handmade items, including dulcimers, canes, and walking sticks, which were sold at gift shops and exhibited as "wood pieces" at the Gallery of the Chappaqua Library in 1984.
