Walter E. Bailey was born in New York in 1922. In Rye his family lived at 49 Brookdale Place Rye, NY and were members of Christ Church. Walter enlisted in U.S. Navy during World War II.

Aviation Boatswains Mate Third Class Bailey was a member of the crew of the carrier USS KEARSARGE CV-33 . On October 11, 1952, the ships helicopter, while being parked with rotors engaged, tipped over killing four crewmen and injuring six. Aviation Boatswains Mate Third Class Bailey was awarded the Combat Action Ribbon, the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal and the Korean War Service Medal.
